Under broad supervision, responsible for the management of the functional areas that support the implementation and maintenance of the physical facilities, equipment, systems, and property of Xpress including owned or leased Xpress Park and Rides lots for Atlanta-region Transit Link Authority (ATL). Oversees the on-site coordination for the day-to-day inspection, maintenance, and repair of various systems encompassing mechanical, electrical, plumbing, HVAC, engineering, telecommunications, safety, and security systems and plans at Xpress facilities and its ancillary structures and grounds to ensure ongoing optimal functionality and operating results. Responsible for the environmental control of the interior and exterior aspects of Xpress facilities relative to custodial services, workspaces, climate control, sanitation, and landscaping. Develops and implements policies and procedures, applying sound principles used throughout the building and maintenance trades. This position conducts quality assurance of fleet, facilities, and contract providers. Specifically, it evaluates the effectiveness of all maintenance activities by examining road calls and other defects, work orders, preventative maintenance (PM), predictive maintenance, repairs, and campaigns performed by contractors or manufacturers on the fleet and at facilities. This position reports directly to the General Counsel and will perform a variety of tasks in the business areas of procurement and legal for the State Road and Tollway Authority, the Atlanta-region Transit Link (ATL) Authority, and the Georgia Regional Transportation Authority (collectively, the authority). Under limited supervision, the Procurement Manager plans, directs, and coordinates procurement strategies for the purchasing, storage, and distribution of materials, products, and services. Other duties include adherence to regulatory guidelines, maintenance of detailed knowledge of appropriate Federal and State guidelines relative to procurement. This position will also manage and coordinate the preparation, bid, evaluation and award of procurement contracts, inclusive of developing and executing procurement strategies that are designed to maximize internal customer satisfaction and minimize costs. Other tasks may include but are not limited to formulating applicable policies, drafting contract-related (with the assistance of legal counsel as needed) and other documents and memoranda, conducting training, advising on various other related matters, and represent SRTA by attending meetings. The Quality Analyst works within the Quality Improvement Group of the Office of Transportation Performance & Innovation (TPI). The TPI mission is to enable evidence-based and customer-focused enhancements to the statewide and Atlanta-region mobility networks. This mission is accomplished by providing thoughtful and systematic research, analysis, reporting, and program development services. Under the supervision of the Quality Improvement Manager, the Quality Analyst regularly reviews data supporting the various programs of the State Mobility Authorities (SRTA, GRTA, ATL); develops tools, processes, and standards to evaluate and ensure data accuracy and completeness; develops and reviews interactive dashboard tools and static reports based on these data; and ensures that TPI products are released according to defined quality standards.
